GSK to invest more than $800 million in Montgomery County biopharma hub, adding 300 jobs

Drugmaker GSK will invest more than $800 million to expand its Upper Merion Township campus in Montgomery County into a combined biopharmaceutical manufacturing and research hub. The project is expected to create more than 300 jobs over five years, Gov. Josh Shapiro announced Oct. 9.

The company will also retain about 4,500 existing full-time jobs in Pennsylvania, according to the state Department of Community and Economic Development (DCED).

The plan calls for demolishing some existing buildings and putting up new and upgraded facilities. They include a commercial-scale biologics manufacturing plant for clinical and commercial supply, a research pilot plant for developing manufacturing processes, a centralized quality-control laboratory, and a manufacturing science and technology hub. GSK said construction is planned to begin in 2027.

Biologics are medicines made from living cells, such as many vaccines, antibodies and other complex treatments. Putting production, research and quality testing on one site is meant to speed up moving new medicines from development to manufacturing.

GSK will be eligible for tax benefits through two state programs, the Qualified Manufacturing Innovation and Reinvestment Deduction and the Manufacturing Tax Credit. The state did not disclose the dollar value of those incentives.

Shapiro said GSK “chose to renew and deepen their commitment to both the Commonwealth and our workers.” DCED Secretary Rick Siger called the announcement “a strong signal that we have the innovation ecosystem, talent, and infrastructure” for next-generation biopharmaceutical manufacturing.

Regis Simard, president of GSK’s global supply chain, said the expansion “will help accelerate the development and supply of future medicines for patients.”

It is GSK’s second major Pennsylvania expansion in two years. In October 2024 the company announced an $800 million expansion of its vaccine site in Marietta, Lancaster County, which is expected to create at least 200 jobs. Together the two projects total nearly $1.7 billion, according to the state. GSK, whose global headquarters is in London, has its U.S. headquarters in Philadelphia.

Pennsylvania’s life sciences industry includes about 3,900 companies employing more than 110,000 people, according to DCED. The state budget for 2026-27 includes $125 million for the Innovate in PA 2.0 program, which funds clinical-trial infrastructure, workforce training and economic development projects in the sector.
