President Donald Trump signed Executive Order 14287: Protecting American Communities from Criminal Aliens on May 5, 2025. The order required publication of “a list of states and local jurisdictions that obstruct the enforcement of Federal immigration laws (sanctuary jurisdictions).”
That list of “Sanctuary Jurisdictions Defying Federal Immigration Law” was published by the Department of Homeland Security (DHS) yesterday, and included Adams County and Gettysburg.

There has not yet been an announcement from the county, but Gettysburg Borough Council Chair Matthew Moon released a statement late today saying: “Gettysburg Borough is aware of the DHS Executive Order, and is taking it under advisement with legal counsel. Gettysburg Borough maintains that all municipal policy and its ordinances are in full compliance with duly enacted state and federal law.”
Moon said the borough had not received any direct communication from DHS.
According to the executive order, sanctuary jurisdictions are “cities, counties, and states that are deliberately and shamefully obstructing the enforcement of federal immigration laws endangering American communities. Sanctuary cities protect dangerous criminal aliens from facing consequences and put law enforcement in peril.”
Today’s announcement said the list “was created to identify sanctuary jurisdictions, which are determined by factors like compliance with federal law enforcement, information restrictions, and legal protections for illegal aliens.”
Among the over 500 jurisdictions on the published list are the Pennsylvania counties of Adams, Allegheny, Centre, Chester, Clarion, Dauphin, Delaware, Lehigh, Montgomery, Montour, and Northampton.
Pennsylvania municipalities on the list are Gettysburg, Philadelphia, Pittsburgh, State College, and York.
Eleven states — California, Colorado, Connecticut, Illinois, Massachusetts, New Jersey, New Mexico, New York, Oregon, Vermont, and Washington – are self-defined sanctuary states, but Pennsylvania is not.
The announcement said each listed jurisdiction would receive formal notification of its non-compliance with Federal statutes and that DHS demands that these jurisdictions immediately review and revise their policies to align with Federal immigration laws and renew their obligation to protect American citizens, not dangerous illegal aliens.
Maybe the list was compiled by AI?
Apparently the list was taken down from the DHS web site on Sunday. There seemed to be a bit of a backlash.

I sit on Littlestown Borough Council and the Council Members have never voted to make Littlestown Borough a Sanctuary Jurisdiction. I also sit on Adams County Pennsylvania COG & as far as I’m aware, Adams County Commissioners have never made such a Declaration. The DHS List must be in error.
The people who are here picking our fruit are not criminals, and no one can name any incidences where the authorities did not cooperate with ice. This is all made up lies.
