GARA Board Approves Farmers Market Grant Support Amid Debate Over Lease Terms

The Gettysburg Area Recreation Authority (GARA) board met Monday evening to discuss park operations, programs, and proposals, with the most contentious issue being a request from the Adams County Farmers Market for a formal three-year commitment to continue hosting the market at the Rec Park.

Reza Djalal, representing the market, requested board support for a USDA Farmers Market Promotion Program (FMPP) grant application. He asked for a commitment ensuring continued use of the park’s facilities through September 2028. The board discussed at length whether to provide a commitment that would remove GARA’s ability to terminate the lease during that period.

Board Chair Steve Neibler expressed strong reservations. “I don’t want to sign something that says we can’t get out of it,” he said. “I’ve been around nonprofits for 45 years and seen the best intentions go awry.” Ultimately, the board approved the agreement 4-1, with Niebler opposed.

In financial updates, Treasurer Tom Demko reported a net income of approximately $10,000 for the year to date. Total assets stood at $94,853, down slightly from the previous year. GARA will delay requesting funding from Cumberland Township to allow it to continue earning interest.

Facilities and maintenance were impacted by wet spring weather, with equipment repairs and grounds upkeep ongoing. Staff highlighted challenges in maintaining the dog park and other fields due to persistent rain. GARA is working with a team of local youth through a summer work program.

GARA Executive Director Al Moyer introduced several new initiatives, including a possible “adopt-a-bed” beautification project and the revival of partnerships with local gardening clubs. He also floated plans for playground improvements and trail maintenance through a county green space grant. A proposal for hosting the Kingdom of Wonders Acrobatic Circus on July 17-20 was unanimously approved.

Personnel updates included praise for grounds staff and a discussion about improving scheduling and predictability for check signing. July 4th event preparations are underway, with 21 vendors and live music planned.

The next meeting is scheduled for Monday, July 28.
