Gettysburg Residents’ Input Needed on Use of Block Grant Funds for Community Development

NOTICE IS HEREBY GIVEN that the Borough of Gettysburg will conduct a public participation meeting on Monday, August 26, 2019 at 6:30 PM at the Borough Council Meeting, in Troxell Council Chambers located at 59 East High Street, Gettysburg, PA 17325 in order to discuss community needs for funding under the fiscal year 2019 State Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in the application, as well as past performance.

Gettysburg Borough is expected to receive an allocation of $126,709 in 2019 CDBG funds from the Commonwealth of Pennsylvania. Gettysburg Borough’s CDBG funds may be used to benefit a variety of activities including water and sewer systems, housing rehabilitation, recreation and community facilities, new public services, historic preservation, removal of architectural barriers, blight removal, economic development, and general administration and planning.

The Borough must demonstrate that approved projects (1) benefit low to moderate income persons, (2) remove slums or blight, or (3) meet an urgent community need. The Borough anticipates submitting an application through the County of Adams under the State Entitlement CDBG Program for the 2019 program year. It is anticipated that 100% of the approved grant funds will benefit low to moderate income persons.

Further, it is anticipated that none of the proposed activities will result in temporary or permanent displacement of any households. However, in the event that displacement should occur, the Borough’s policy for minimizing such displacement would be in effect.

Gettysburg Borough is responsible for replacing all low and moderate income housing units that may be demolished or converted as a result of the use of CDBG funds. The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities Gettysburg Borough should apply for under the State CDBG program.

A separate public meeting will be held on Monday, September 9, 2019 to approve the final application and budget allocation amounts.
