Gettysburg to Loosen Zoning Restrictions on Nonconforming Buildings

Gettysburg Borough plans to change its zoning ordinance, making it possible to improve existing structures that do not currently conform to zoning codes.

The changes will primarily address outbuildings, including garages and carriage houses, that currently do not meet property setback requirements and which are therefore unable to be changed under current law.

In addition to making the structures look more attractive, the changes would allow more efficient use of the properties, could add to availability of affordable housing, and could increase the tax base.

The council said the current arrangement can create a situation where some people can’t have a garage even when their neighbors already do.

Gettysburg Architect Gary Shaffer spoke in favor of modifying the current ban saying it would give the borough more flexibility.  Shaffer said parties interested in renovating their buildings had to walk away from potentially important projects because of the ban.

Director of Planning, Zoning, and Code Enforcement Carly Marshall said the setbacks were designed for privacy and historical appearance.  “It’s definitely important we update,” said Marshall. 

The council will evaluate all of the borough’s zoning districts in the update.

Council’s discussion was based on a request for a zoning change from Borough President Jake Schindel for his property on Chambersburg Street.

Schindel did not participate in the discussion of the zoning. Marshall noted that all residents could apply for zoning changes at any time.
