Governor Shapiro Announces $55 Million Investment in Childcare Workforce

Governor Josh Shapiro unveiled a new initiative on Tuesday to address Pennsylvania’s childcare workforce shortage. As part of his 2025-2026 budget proposal, Shapiro is advocating for a $55 million investment to recruit and retain childcare workers.

“I have proposed investing $55,000,000 in making sure that we can recruit and retain more workers to places like this and keep them here doing this work that they love,” Governor Shapiro stated.

Under the proposal, employees at licensed childcare providers participating in the Child Care Works Program would receive an annual wage increase of approximately $1,000. This measure seeks to combat the industry’s staffing shortages.

Michelle Dallago, owner and executive director of Perception Early Learning, Inc., emphasized the vital role of childcare workers. “Time and again, I’ve watched teachers with true passion for working with infants and toddlers and preschoolers move on to other careers because they want to be valued and respected. If my teachers are not at work, it’s likely the parents who rely on us won’t be showing up for work either. Childcare is truly the workforce behind the workforce.”

Governor Shapiro underscored the economic impact of strong childcare services. “These centers are powerful not just for how they educate our kids but for what they do for the entire community. Facilities like this help make our economy stronger.”

Parents have firsthand experience with the crisis. “We waited two years, and fortunately, we got in here,” said parent Meridith Driscoll. “It’s not just daycare; they’re learning and growing.”

The proposal has gained bipartisan support, with Senator Dave Argall and Representative Tim Twardzik expressing their backing during Tuesday’s event.
