Today, Governor Josh Shapiro signed Executive Order 2024-03, launching Pennsylvania’s first comprehensive Housing Action Plan. The initiative aims to tackle the state’s housing shortage, expand affordable housing, and combat homelessness, ensuring all Pennsylvanians have access to safe, affordable homes.
The order directs the Department of Community & Economic Development (DCED) to lead the plan’s development, collaborating with state, local, federal, and private stakeholders. The Housing Action Plan will guide efforts to boost affordable housing, support the homeless, and strengthen multi-agency coordination.

“We must attract new residents, cut costs, and grow our workforce. Expanding affordable housing is a key part of that,” said Governor Shapiro. “We’re committed to building more homes, lowering costs, and making sure everyone has a place to call home.”
DCED Secretary Rick Siger emphasized the plan’s importance, noting that housing challenges have impacted Pennsylvania’s economic competitiveness. The plan will identify measurable goals and resources to increase the housing supply and protect existing homes.
With rising housing costs, declining homeownership, and over 12,000 reported homeless residents in 2023, Pennsylvania faces significant housing challenges. The Housing Action Plan will provide data-driven solutions to address these issues, including preserving affordable housing and improving access to assistance.
Governor Shapiro’s order aligns with broader state strategies, such as Pennsylvania’s Ten-Year Strategic Plan for Economic Development, emphasizing housing as key to economic growth and stability.
This executive action builds on Shapiro’s commitment to supporting families and addressing homelessness through tax credits, increased funding for housing programs, and expanded investments in community development.
