Governor Shapiro Welcomes Ukrainian President Zelenskyy to Scranton, Signs Sister State Agreement with Zaporizhzhia

Governor Josh Shapiro welcomed Ukrainian President Volodymyr Zelenskyy to the Scranton Army Ammunition Plant (SCAAP) today, highlighting Pennsylvania’s critical role in Ukraine’s defense. Zelenskyy visited to personally thank the workers producing 155-millimeter howitzer rounds, a vital resource in Ukraine’s fight against Russian aggression.

“Pennsylvania proudly stands with Ukraine as they fight for their freedom,” said Governor Shapiro. “I’m honored to welcome President Zelenskyy and celebrate the work our citizens are doing to support Ukraine’s defense.”

During the visit, Governor Shapiro signed a historic sister state agreement with the Zaporizhzhia Regional State Administration in Southeast Ukraine. The agreement aims to foster economic cooperation between Pennsylvania and Zaporizhzhia across key industries like energy, agriculture, and digital technologies. The partnership will help support Ukraine’s rebuilding efforts while creating economic opportunities for Pennsylvanians.

Rick Siger, Secretary of the Pennsylvania Department of Community and Economic Development (DCED), noted, “This agreement supports Ukraine’s economic revitalization while boosting job creation and growth in Pennsylvania.”

The visit also comes as over 150 Pennsylvania National Guard members train Ukrainian forces in Germany as part of a U.S.-led mission. Major General Mark Schindler praised their efforts, stating, “Training is key to Ukraine’s success, and we’re proud of our soldiers’ dedication to this vital mission.”

President Zelenskyy’s visit underscores the growing ties between Pennsylvania and Ukraine as both regions collaborate in defense and economic recovery.
