I, Kelly Lawver, am officially announcing my candidacy for re-election. With over 27 years of experience in the office, I remain committed to increasing efficiency, improving collections, and advancing technology to better serve the residents of Adams County.
It has been an honor to serve this community and am seeking re-election to continue the progress we’ve made. Through accountability, innovation, and dedication, I will keep working to ensure our office provides the best service possible to the people of Adams County.

I first joined the Clerk of Courts Office in 1997 as a Deputy Clerk, and quickly gained extensive knowledge of the department’s responsibilities. In 2005, I ran for election and took office in 2006, determined to enhance the efficiency and effectiveness of the office.
One of my key achievements has been the increase in collections of fines, costs, and restitution owed to crime victims. When I first took office, monthly collections ranged between $95,000 to $115,000. Under my leadership, that number has more than tripled, with the office routinely collecting over $300,000 per month. In June 2022, we collected $524,809.95. In March 2023, we exceeded $515,000.
The money collected provides restitution for victims and critical revenue for municipalities, the County, and the Department of Revenue. One of my favorite quotes by an unknown author is “A fine is only a punishment if it is collected.”
Beyond my role in public office and real estate, I have been a dedicated member of the Gettysburg community. I serve as a board member, volunteer, and fostered with Forever Love Rescue, a local animal rescue organization. I was actively involved in the James Gettys Elementary School PTSO, Adams County Board of Elections, the YWCA 5K Run, Red Cross Blood Drives, Disaster Services & Damage Assessment, and various Republican Party activities.
My political journey began as a volunteer for the Bush-Cheney campaign, sparking a passion for public service that has led me to nearly two decades of elected leadership.
If re-elected, I pledge to continue modernizing the Clerk of Courts Office, advocating for technological advancements that improve public access and efficiency. Government often moves slowly, but I am committed to pushing forward changes that will enhance how we serve the people.
It is also important to hold defendants accountable through strong collection efforts and working alongside the courts to ensure collection of fines and restitution are properly enforced.
