Born July 23, 1967 in Gettysburg, PA to Kenneth Fraley and Judy (Rentsel) Kemper.
Vicki joined the U.S. Army in the delayed entry program immediately after high school. She had a beautiful singing voice and could play any instrument that she picked up. She loved being outdoors including hunting, fishing, and camping. Vicki was a hard worker and often helped around the family farm. Vicki was also a regular member of the American Legion Post 121 in Emmitsburg, MD. She had a great sense of humor and was a fun person to be around. If you knew her, you liked her.
She is survived by her mother, Judy Elaine Kemper (Bennett Sargent) and is predeceased by her father, Kenneth Fraley.
A celebration of life will take place at a future date to be determined.
