PA Launches Broadband Expansion Program

The Pennsylvania Broadband Development Authority (PBDA) has announced the launch of its historic $1.16 billion Broadband Equity, Access, and Deployment (BEAD) program, opening the first round of applications from November 22, 2024, through January 21, 2025. The federal program aims to deliver high-speed internet to unserved and underserved areas, ensuring all Pennsylvanians have access by the decade’s end.

Governor Josh Shapiro lauded the milestone, stating, “My administration is moving quickly to extend high-speed, affordable internet access across the Commonwealth. This investment is critical for students, rural patients, and small businesses alike.”

The program, among the first ten in the nation to begin accepting applications, will allocate funds over two application periods for projects such as network construction, workforce development, and infrastructure improvements. Eligible applicants include cooperatives, municipalities, private companies, and internet service providers.

PBDA Executive Director Brandon Carson emphasized the transformative potential of the funding. “For too long, lack of internet access has limited opportunities for communities. This program is a critical step in bridging the digital divide.”

Following application evaluations, selected projects will undergo public review before submission to the National Telecommunications and Information Administration (NTIA). Awards will be announced later in 2025.

The initiative complements additional broadband investments, including $204.1 million through the Broadband Infrastructure Program, supporting connectivity for over 100,000 Pennsylvanians, and $45 million for community internet projects in public spaces.
