Parking Time Limit Likely to Rise in Gettysburg Borough

The current two-hour parking limit in Gettysburg is making it difficult for people to patronize local businesses. In response to the concern, the Gettysburg Area Regional Merchants Association (GARMA) requested that the Gettysburg Borough Council consider altering the parking meter time limit from 2 to 3 hours.

There are numerous complaints that two hours “is not enough time,” said Borough Manager Charles Gable.

GARMA president Kathy Gilbert said people might have an hour wait-time just to eat, so two hours is not enough.

If the proposal is approved, all meters in the borough would be increased to a three-hour limit.

Councilmember Jake Schindel agreed it was difficult to get a table, have a drink, eat, and enjoy Gettysburg on a two-hour timetable. Patrons would “have to move their car” to stay longer, said Schindel.

The problem is particularly acute for visitors who pay using the parking app. The app does not allow parking to be extended beyond two hours. Parking is “blocked” after two hours and until at least 15 minutes passes more time cannot be added, said Borough Manager Charles Gable.

Visitors who use coins at the meters can add more money by visiting the meter, although Gable said cars can be “I-chalked,” using a technique not visible to the eye, to allow ticketing of those who stay more than 120 minutes.

Councilmember Wesley Heyser said he supported moving to a three-hour window.

Gable said the proposal would be discussed during the borough’s budgeting process in December.

The council also discussed potential changes to the free parking normally provided during the holiday season. A proposal to make parking free all day on Mondays through Fridays, but to keep current parking rates in effect on the weekends during the holidays was discussed. No decision was made pending a recommendation from GARMA.
