WellSpan’s president and CEO, Roxanna Gapstur, Ph.D, R.N., has been appointed board chair of The Hospital and Healthsystem Association of Pennsylvania (HAP) for 2025–2026. Gapstur succeeds Jim Brexler, president and CEO of Doylestown Health, who most recently served in the role for the association.
As chair of the board, Gapstur will prioritize HAP’s efforts to work across party lines in Harrisburg and Washington to ensure the financial sustainability of hospitals, strengthen the healthcare workforce, and drive health improvement and innovation so we can provide better access to quality care for all Pennsylvanians. She’s also committed to preserving lifesaving health care for rural Pennsylvania communities and providing high-quality maternal and children’s care throughout the Commonwealth.

It aligns with WellSpan’s vision to reimagine healthcare through the delivery of comprehensive, equitable healthcare and wellness solutions for those in central Pennsylvania and northern Maryland.
HAP’s 28-member volunteer board drives the association’s mission of advocating on behalf of Pennsylvania hospitals and health systems to advance high-quality, accessible, and financially sustainable health care. Members are elected to three-year terms, with officer terms lasting two years.
