School cellphone ban picks up steam

Lawmakers at the State Capitol are advancing a bipartisan effort to ban cellphones in schools across Pennsylvania, citing concerns over classroom distractions, bullying, and student mental health.

The proposal, sponsored by Sen. Devlin Robinson (R-Allegheny), would prohibit the use of cellphones on school grounds from arrival until dismissal. Individual school districts would have the authority to determine how to implement the restriction, including policies for storing or monitoring devices during school hours.

Supporters argue that constant access to phones and social media contributes to depression, anxiety, and cyberbullying, while also interfering with instruction. They point to other states that have adopted similar measures, claiming early results show improved student focus and engagement.

However, the measure has drawn criticism from some parents and school boards who worry about student safety, particularly in the event of emergencies. Others question whether a statewide mandate is necessary, suggesting local school districts should retain control over such policies.

The Pennsylvania School Boards Association echoed that sentiment, acknowledging the negative impact of cellphone use but emphasizing the importance of flexibility for individual communities.

Despite mixed feedback, Robinson and his bipartisan co-sponsors believe the potential benefits outweigh the concerns, citing national trends and growing pressure from educators frustrated with in-class phone use.

If passed, Pennsylvania would join a growing list of states enacting strict limits on student cellphones. The bill is expected to face committee review later this session.
