Shapiro signs executive order to safeguard vaccine access

Governor Josh Shapiro signed an executive order on Wednesday aimed at preserving Pennsylvanians’ access to vaccines while reinforcing families’ freedom to make their own healthcare decisions.

The order, signed at the Children’s Hospital of Philadelphia (CHOP), directs state agencies to act immediately to ensure continued access to vaccinations amid what Shapiro described as federal uncertainty. He was joined for the announcement by state Department of Health Secretary Dr. Debra Bogen, CHOP CEO Madeline Bell, CHOP President Dr. Joseph Mitchell, and other health care leaders and advocates.

Under Executive Order 2025-02, the Department of Health will establish a state-based safety net program to protect children’s vaccine access and launch a central online portal to provide Pennsylvanians with information and resources. The order also creates a Vaccine Education Workgroup tasked with strengthening public communication and countering misinformation.

The directive requires all state agencies to align health policies with the guidance of trusted medical experts and ensures recommended vaccines remain covered through Medicaid and private insurance. In addition, the Departments of Aging and Education are instructed to help older adults and schools follow evidence-based health practices.

Shapiro said the order underscores his administration’s commitment to both science-based decision-making and individual choice. “This Executive Order directs Commonwealth agencies to take immediate action to ensure families can still get their kids vaccinated, seniors can stay protected as they age, and science and facts — not politics — guide health care decisions here in Pennsylvania,” he said.

The announcement comes amid heightened debate over vaccine requirements and availability. By creating a state-level framework, Shapiro said Pennsylvania can provide clarity and stability for families seeking reliable health care information.
