Trooper seriously wounded, suspect killed in Chambersburg

A Pennsylvania state trooper remained hospitalized in serious condition Thursday following a violent gun battle near Chambersburg that left the suspected gunman dead and another trooper injured.

The confrontation unfolded Wednesday evening after state police responded to a reported theft at a Dick’s Sporting Goods store just after 6 p.m. Authorities said three suspects fled the scene in a van with Maryland plates, leading police on a chase that stretched more than 10 miles southbound on Interstate 81. Tire-deflating spike strips were deployed to stop the vehicle near the Maryland state line.

Two women exited the van and were taken into custody. Investigators identified them as Amir Loren Swift, 21, and Giani Jaida McGowan, 21, both of Baltimore. They face retail theft and drug charges after police said they stole more than $1,000 in clothing. A search of the van uncovered THC, bags containing powder, scales and cash.

The driver, 31-year-old Lamar Lorenzo Foy of Baltimore, stayed inside the vehicle. When troopers broke the driver’s side window, he began firing multiple rounds from within. He then emerged with a stolen .40-caliber handgun and attempted to pursue troopers on foot, authorities said.

Troopers returned fire, killing Foy. Trooper Thomas Pack, 23, was struck multiple times but has since been released and is recovering at home. Trooper Lucas Amarose, 31, underwent several hours of surgery and remains hospitalized.

State police officials described the exchange as a fierce and chaotic shootout. They credited both troopers with continuing to engage despite suffering serious injuries. A passerby physician and other first responders rendered aid at the scene before the injured troopers were airlifted to WellSpan York Hospital.

Franklin County District Attorney Ian M. Brink ruled the shooting justified, citing the immediate threat Foy posed to law enforcement and civilians. Investigators believe the theft and ensuing violence may be linked to a broader criminal pattern.

Swift and McGowan were denied bail and are being held at Franklin County Jail.
